They will oversee a staff of four in the Building Division, within the Community Development Department, which provides permit issuance, plan review, and building inspection services.
This role holds the esteemed position as the City's designated authority responsible for the administration and enforcement of local, state, and federal codes pertaining to buildings and structures within the municipality.
Additionally, they serve as the designated Floodplain Administrator for the City.

This roleinvolves conducting inspections of construction projects, ensuring strict adherence to applicable laws, codes, and regulations governing building construction.
They are also tasked with the meticulous review of permit applications, coordinating inspection schedules with various City departments, and providing comprehensive information on codes and standards to stakeholders such as architects, contractors, engineers, and the public.
The CBO is a working manager position requiring minimal field work, and interfaces frequently with customers.
They will support staff as they handle customer concerns and when issues arise - demonstrating a positive attitude and encouraging exceptional customer service.
As Division leader, they will implement Departmental goals through the development of division specific policies and procedures such as the digitization of records and streamlining permit applications.
This position also plays a pivotal role in evaluating staffing levels, compiling building statistics, and championing process improvement.
THE IDEAL CANDIDATE The ideal candidate is an experienced building inspector and/or plans examiner with prior knowledge of common permit tracking systems.
Proficiency in conducting comprehensive plan reviews and field inspections, coupled with the ability to identify and address potential code violations, is crucial for maintaining the safety and integrity of structures within the municipality.
Expertise in interpreting and applying complex building standards and requirements is essential, as is the capacity to use advanced technology and software systems for permit processing, data management, and reporting purposes.
Beyond technical ability, they will demonstrate exceptional leadership skills, having previously held supervisory roles within building departments or similar organizations.
They should exhibit enthusiasm for motivating and inspiring a team and encouraging collaboration, accountability, and excellence.
The CBO will be comfortable conveying complex technical information clearly and concisely to a diverse range of stakeholders, including architects, contractors, engineers, and the general public.
They are approachable and responsive, dedicated to serving customers while maintaining the highest standards of integrity and professionalism.

MINIMUM
Qualifications:
Experience:
Five years of increasingly responsible experience in building construction trades, building inspection or plan checking, including at least two years of supervisory responsibility and including at least two years of working for a building department/division of a governmental agency.
Specialized Training:
In building department administration, code enforcement, supervision, building inspection, plan review, disabled access standards, computer programs, project management or other training pertinent to the position.
Certifications:
Possession of one or more International Code Conference (ICC) certificate(s) in an Inspector, Plans Examiner or Building Official category or registration as a Licensed Architect or Registered Electrical, Mechanical, or Civil Engineer by the State of California is required.
Possession of an International Code Conference (ICC) certificate as a Building Official is required within one year of appointment.
Possession of, or acquisition of a Certified Safety Assessment Program Evaluator or Coordinator designation from the State of California Office of Emergency Services is required within one year of appointment.
Possession of a Certified Access Specialist program (CASp) certification from the State of California is highly desirable.
Acquisition of CASp certification is required within three years of appointment, unless otherwise postponed or waived by the Community Development Director.
Possession of a valid California driver's license is required.
DESIRED:

A college degree (associate's, bachelor, masters, doctorate) from an accredited college with major course work in construction management, construction inspection, code administration, building safety, architecture, engineering, or a related field.
